不列颠认同与联合王国的整合困境British Identity and the Crisis of National Integration in the United Kingdom

摘要(Abstract)：
2014年苏格兰的独立公投，让英国的国家整合问题进入全球公众视野，而随后的英国脱欧公投进一步加剧了该国各组成部分的分离倾向。解析英国国家整合困境的关键在于理解作为整体国家认同的不列颠认同的形成和流变，特别是中央与地方关系的变化。不列颠认同是伴随英格兰王国统一不列颠群岛、建立联合王国而生成的政治认同，具有悬浮性、碎片化以及过度依赖外部殖民进程的特点。大英帝国解体后，以福利国家为支撑的不列颠认同在新自由主义冲击下逐步崩溃。20世纪90年代末启动的权力下放，只是暂时缓解了英国的国家整合危机。强化不列颠认同的唯一路径，是英国四大组成部分在平等和相互尊重的基础上携手解决治理危机，培育国家共同体意识。
